Formation Ads provides a secure, compliant platform for boosting Public Affairs content and running multi-stop tour campaigns through Meta's advertising network. Built specifically for the PA shops that already produce the creative but need a 889-compliant procurement path to paid reach — without the 15-25% markup of a traditional advertising agency.

The Meta 889 Gap, Explained

Meta Platforms Inc. (UEI NHMHVDSDG719) has not filed FAR 52.204-25 in the GSA SmartPay 889 Representations Tool. Per the DoD DPC Aug 11, 2020 memo, Section 889 applies to all contracts including micro-purchases on charge cards. DoD cardholders cannot legally GPC direct to Meta. Formation Ads holds the prime contract and the 889 representation; your GPC pays Formation.
